Paris entered 2026 with a construction agenda shaped by two defining forces: the completion of major Olympic legacy works across the Île-de-France, and the accelerating delivery of the Grand Paris Express — Europe's largest urban rail infrastructure project. With four new Metro lines and 68 stations either open or under final construction, the Grand Paris Express programme has become the backbone of an entire generation of urban development along its corridors, each new station catalysing dense mixed-use development in previously underinvested communes.
The Société du Grand Paris reports that over 200,000 new homes are planned within 800 metres of Grand Paris Express stations, representing a construction pipeline that will sustain the Île-de-France market for at least fifteen years. The first major residential clusters around the Line 15 Sud — which opened to passengers in December 2025 — are already under construction, with landmark projects at Villejuif, Cachan, and Bagneux receiving planning approvals in late 2025 and moving quickly to site.
Olympic legacy transformation is progressing on schedule. The Athletes' Village in Saint-Denis is being converted into 2,400 apartments and a business campus, a project managed by the Plaine Commune development authority with a construction value of €890 million. The Aquatics Centre, built at Saint-Denis for the Games, is now open to the public and anchors a neighbourhood regeneration zone where 1,800 new homes are planned by 2030.
Energy renovation of Paris's existing building stock is becoming an increasingly significant segment of the construction market. The RE2020 thermal regulation, now fully in force, combined with rising energy costs, has stimulated a wave of deep retrofit projects across both the social housing and private residential sectors. The Île-de-France region allocated €450 million in 2025 to subsidise energy renovation works, and contractors report that their order books for external insulation systems and heat pump installations are full through at least Q3 2027.
